explorer sport no start

what i have is my 2001 sport that was a theft recovery, doors were stolen and dash wires cut to radio and one plug to the gem. well i took it to the dealer to get some keys done to it so i can try to start it up before getting everything else done. would having the 1 bundle of wires going to the gem make it so you could not program keys, as of right now you turn the key and it doesnt crank, lights and dash work. theft light flashes fast like keys need to be programed but it would conect to the ford computer to pair the new keys, so do all i need to do is rewire up the gem and everything would work? thanks

It doesnt crank at all? meaning, the starter doesn;t even turn the engine?

It sounds like something is still making the computer think that the truck is being stollen. Cut wires, etc.. Have you talked to a dealer about resetting the computer or checking over the ignation system. How was it stollen? Hot wired?

im waiting for my gem plug to get here and put that in, would that make it so the dealer computer not program the new keys?
