I got a 93 explorer and I'm just finishing with changing the fuel pump(first work I done on a car). The vapor line is at the top of the gas tank and would required the tank to be removed to get to it. I have to take out my filler tube,and to my knowledge there is no filter in it, cause I was able to get a siphon hose down to the gas tank. All you need to check out the filler tube is a flathead screw driver or 5/16 socket and remove the hose clips...BEWARE there is a ground wire(flat) on the hose so look out for that.
To make sure the guage isn't messed up, you can remove your spare tire and go the the back of the gas tank and "knock" (like you do knocking a door) from the top going down so you can know if it is really full or not,hope you know what I mean. A change in the sound or tone of the knock will tell you where your tank level is really at.
It could be just your sender gauge messing up...mine did and while changing the pump the guage wire was found loose. This would cause the fuel guage to read "full" when the tank is empty and empty when the tank is full.
Another possibility is your tank isn't venting air while you fill up to make room for gasoline, basically causing a pressure build up and the gas pump would cut off while you full gas, I think someone mentioned this earlier on this post.I suppose when filling up you dont push the fuller so far down, leave a lil space for venting, that should work if that is the problem.
I'm a newbie to this fixing cars thing, I'm more of an electrical/technician guy, but those are my best guesses.
