It may be your blower resistor pack or blower control unit.
You must determine which you have. If you have the standard Heat and A/C then you likely have the resistor. If you have the more advanced climate control you have the control module.
On my XLT the Resistor solved my speed issue (No 3 or 4 speeds). The resistor is behind the glove box. Merely push the two sides of the glovebox compartment towards the center and it will swing down and out of the way. You will then see and have access to the resistor*.
