flasher buzzing!!

Hi all ... new to the forum, my wifes 98 explorer started buzzing last night ... found the relay that was making noise and removed it ... then found that the turn signals didn't work ... using the numbers off the old relay I called my local ford dealer for a new one. I got the new one and was told that this new one supercedes the old ... old one has 5 normal spades and one small spade new one only has the 5 normal spades ... when I plug this new relay in, it starts buzzing imeadiately and I noticed that the turn signals work without the key being on or even in the ignition. Any hints as to where to start with this one?

mine buzzed, and turned out to be the multi function switch. they go bad often. a relay shouldnt make an audible buzz inside the cabin (if they fail the buzz is pretty quiet), so i don't think it would be that. as far as getting the right relay, i know autozone has em.
