Floating Fuel Gauge?

'99 xlt
i have a 99 xlt sohc 4d. If i accelerate with anything less than what the gauge reads as full, the needle will rise, if i stop then it drops. is this just how it's supposed to be or is something broken? And also, apparently i have a 21 gal tank, but i've only been able to put up to 18.5 in it.
 






I think it's called anti-splash mode or something, but it's what keeps the gauge steady when driving. Something may be up with that. If you fill up your tank while leaving the engine running, does the gauge rise rapidly?
 






That is common (and normal) for the Explorer... its in relation how the tank sloshes from within. Just don't park with the front facing downhill with less than a quarter tank... gas pick up line will suck nothing but air. (walking for gas on foot... been there, done that).
 






i've never actually filled up the tank while the engine was running. but it does rise rapidly when i start it again. i've experienced parking like that.


the check gauge light was on for 2 miles
