IMO its one of three things. first would be that the inner bumper is not level causing the fogs to be pointed up (due to it not being bolted on properly) secondly the outer bumper isn't pulled down enough around the inner bumper causing the light to be skewed and possibly reflected off the outer bumper and pointed up (due to the skid plate not being cut). If neither of these things are your problem then I would recommend putting a washer on the bolt that connects your fog to the bumper to push the bottom of the fog light housing away from the bumper therefore creating a level surface and a fixed fog light (the laziest way; its how I did it to my buddies ex)

ya i was thinking of putting more nylon washers on the bottom mounts to push it out a little

I can't speak to the lifted body, but when i did my stock fog light install i took the adjustment screw as far as i could. there wasn't a ton of play, but i couldn't get them above the headlights, at the most extended the fogs were about even with the headlight beams.

the mount that i installed was a little odd, like a tripod mount, but each came with a cut washer to mount to the bumper. i like dan_ill's idea about just adding more washers...if you don't want mess with the bumper alignment this would be the easiest fix, especially for winter :)

the washer idea will probably be the easiest i just cant understand why the adjustment srew doesnt do anything there has to be something seazed up on there somewhere

all i can think of is that it was designed specifically to tear apart your knuckles while tightening screws.

Fog lights are only useful as fog lights if they project the light UNDER the headlights, close to the ground/under the fog, to reduce glare. ;) Driving lights are for headlight level, extended vision.
