Quick question all. Is the front license plate frame drilled in to the front bumper? If I were to get a Explorer and wanted to remove the front plate frame, would I be left with holes in my front bumper?

Yes. There are fasteners that pass through the front bumper = holes.

My Explorer came without any front license bracket. Since we don't have front license plates here, the dealer gets them without a bracket installed.

Sadly my new 16 (to a non-front plate state) has a front mount that I have to now remove and plug. I did it on my 13 and it's easy really....

I'm in Florida, which is also a non-front license plate state..... and my dealer installed the plate with his placard  . Needless to say, after quite a to-do, he is getting me a new front bumper. I'd be sure to specify it if you don't want to patch up the holes with those little plastic plugs.
