So, I'm trying to R/R the seats on my 2000 Explorer with donors from my 99 Explorer, same color, same features, but in far better shape, and I'm unsure of how to remove them from the 99, any pointers? I did a Google search but didn't turn much up.

Two 10MM bolts in front and 2 in the rear and the Torx bolt for the seat belt receiver slider (plus a couple of electrical connectors). '95-'01 are all the same as far as I've seen. Note: Older seat belt receivers may not work with newer seat belts and electrical connecters may differ.

You'll have to remove some plastic covers to access the rear seat bolts and the Torx bolt.
 






I see now, the fourth bolt, RF seat, underneath the cover on the inside, I can't seem to get access to it with anything, the seat doesn't go too far frontwards before it stops moving and seems to hit it's stops.

What bolt are you talking about? I've probably removed half a dozen Explorer front seats and never had any problem getting at any of the bolts. Have you tried moving the seat UP as well a forward.

If you're talking about the seat belt slider, it comes out with the seat, you just need to remove the T50 bolt on the driveshaft tunnel.
 






Yeah, but the seat won't slide far enough frontwards to remove the final bracket bolt, closest to the console on the back of the passenger seat, on the 99, acts like it's binding.

Maybe somethings stuck in the track? a pen or pencil maybe?

The seat bottom is bolted to the seat frame with 4 bolts. Maybe removing the seat bottom would help. IDK.
 






Not sure, might just be due to it never being used and then with no real protection from the elements, though the seats look great still so I doubt that's it.

Can you just unbolt the seats from the track and frame? And put the 1999 seats on the 2000 frames? Maybe leave both seat tracks and frames in place, and put the nicer 1999 seats on the working 2000 frames?

When I recovered the driver's seat bottom on my '01 EB I had the seat completely apart. IIRC there were just for bolts holding the seat bottom to the frame. It was easy to separate the two, but I had the seat out of the vehicle, upside down and on a table. I don't know how difficult it would be to do with the seat still in the vehicle. I'd figure out what's stopping the seat from moving far enough froward. My seats move so far forward they almost touch the dashboard. Something's hanging your's up.
