fuel pump access panel

I want to cut an access panel in the floor to change my fuel pump but I'm nervous about using a grinder because of the sparks.Can I driil a hole and use tin snips to cut the floor or is the floor metal too thick to cut with tin snips? Is there any other way to cut the floor without sparks? I have access to electric but not air where the X is at.Thanks for any help.

I've done Gen 1 and Gen 2 with tin snips.

Thanks I'll gve it a try this weekend.I feel safer doing it without sparks.Also the weather hasn't been cooperating [rain] and I have to do it outside as I don't have a garage.

I just did this last weekend. I used electric shears about the size of a drill and it worked great. had the hole cut in a couple minutes. I'm going to patch it up this weekend. I had to cut one of the rear seat mounts out but I'll figure that out when I get to it.
