funky climate control

my 98 5.0 limiteds climate control/ac won't turn on unless fuse #10 (7.5a) is pulled.once pulled ac comes on compressor engages all is well. except that plugging the fuse back in has no effect.and when i turn the truck off and restart, ac will not respond until fuse is pulled.my taillights are also dead as well...anyone got a clue?

yes, the fuse is good. i'm wondering what it is about that circuit. i need a gem module diagram and a tail/stop diagram for a 98 5.0 limited 2wd. getting ready to order a manual online
