interior fuse 25(g.e.m./instrument cluster) has a dead short that can be traced downstream to harness in back of instument cluster(harness on left of diagram below)
once harness is unplugged fuse will not blow. But car will not start without this harness plugged into instrument cluster. I tried patching in a different g.e.m(generic electronic module) with same results.
