Fuse #5 keep blowing

Hi I'm new here. I realize this a very old post but this was the only one on the subject I could find (I'm not super computer savy). A friend of mine recently gave me a 94 explorer he owed me money lol. It's in excellent shape but is doing this as well. The number 5 fuse (turn signals, blower motor, etc) Keeps blowing. The car had been sitting for a year or two but had a 30amp fuse installed instead of a 15amp so I'm sure this was an issue before the car sat. Are there anymore suggestions than what's above. The fuse doesn't blow while the vehicle is in park just after a few miles of driving. I've been searching for a bare wire but have found none so far. I've also cleaned all the ground points I could find. I've also played with steering wheel angle incase the wires were tight in the steering column but I haven't taken it part to visually inspect. Is there anything else I could easily check before I start ripping things a part? I'd like to use this car around town and to cart the kids around. Thanks to any replies.
