gas gauge and high beam indicator

I just noticed that my high beam light on the dash stays on-- low very dimly-- while the low beams are on. It gets brighter when I turn the high beams on. I've been going through bulbs on the pass side way too soon. Is this the problem?
Also, last week, my gas guage started fluctuating. On an almost empty tank, it slowly rose to above half-full. I was hoping that it's manufacturing its own gas, but I doubt it.
The trans was just rebuilt... ideas?

Sounds like the voltage regulator is going south. mine exhibited the same sort of symptoms. only i was gaining oil pressure as well. Get your alt checked before it takes out other electrical components..Mine took out my cd player before i bought a new alternator
