hard to tell but they almost look like maybe a tamperproof? not sure however

If there is no keying to put a tool bit in, I'd guess it is a giant rivet that has to be drilled out, though I don't know what I'm looking at on the vehicle, could it be that whatever is behind that, comes as an entire assembly?
