Harmonic balancer stuck - one broken bolt of the two. Help!

1999 Explorer 4 L SOHC V6
I have a 1999 Explorer 4 liter V-6 SOHC with front oil seal leak. Have to replace seal and I have a new balancer. In removing old balancer, it will not move. Broke one of the two balancers bolts. Crank shaft bolt easy to remove. Balancer won't move using a Powerbuilt Puller/Installer kit and a 24 inch breaker bar. Small stub of broken bolt sticking out of balancer about ¼ of an inch but tapered to point of break. What to do next? Not enough room to see the area inside balancer but can feel it with fingers. What to do next is getting the broken piece of bolt out and getting stronger bolts? Use heat? What to do? Any ideas from anyone. Thanks in advance to anyone with your help.
 






try using a large 3 jaw puller and grab the balancer on the outside (around the pulley)
Make sure the large crank bolt is in place for the puller to push off of.
