When I turn key on I can here the fuel pump making a weird slow putting sound. If I turn the key off it keeps making the sound slowing down slowly and finally stopping. If I turn the key on and off and on again several times it keeps making the putting sound but speeds up a little each time. When engine finally starts the pump still makes the same putting sound until I rev up the engine, then the pump starts humming like its suppose to. I'm thinking its a voltage problem coming from the computer. What do you guys think

Sounds like air in the system. I get that if I've drained the fuel rail but goes away after priming 2-3 times. Maybe the pump is sucking air or the check valve is completely draining the fuel line after you drive it?

I was going to change the fuel filter so I went to the pressure measuring port on fuel rail to relieve the fuel pressure but within a min. there was no pressure at all.

I spent some time today actually tinkering with the fuel system, and I need to correct myself... trying to catch every place I mentioned this. This problem has nothing to do with the duckbill check valve. The duckbill valve is downstream of the fuel pressure regulator, so it does not come into play here. That leaves three possibilities: The check valve inside the fuel pump body, leaking fuel injectors, or a problem with the fuel pressure regulator. Since replacing the fuel pump assembly fixed my problem, I'm going with that.
