Headlights not working on dim

Hello,
Thanks for listening to my little problem...
I just acquired a 97 Explorer EB and the headlights do not operate on dim mode. They do on High beam, though... The fog lights also do not power on.
The bulbs are GOOD and I have checked the fuses under the hood, and at the dash.
Please help,... I don't like blinding people!

it is the standard "LOM" issue... search and you will find "thousands" of posts including those that repair and those that just replace IF you can find a module.
