Heater gets cold or hot intermitantly

I have a 1996 ford explorer sport, V-6 dual overhead cam The heater has stopped getting as hot as it should in the cab. Temperature control doesn't seem to adjust temperature. When it gets hot it get too hot, other times it is barely warm.

Probably the blend door.

How would one go about checking that on my vehicle? Is it vacuum controlled?
