Heater won’t turn off

2016 ford explorer.. has anyone experience when the airbag passenger warning light is on .the heater will turn on full blast / wont turn off / climate control lock and radio can be only controlled on steering wheel. i replace the heater blend door actuator and still the same. for now i remove the rear and front blower relay.

A similar issue has not been reported here. Are you referring to the light on the dash that indicates whether or not the seat is occupied or an actual airbag warning?
When you removed the relays did the airbag light go OFF? I'm guessing it did not. If the airbag light stays ON it could affect the entire airbag system.
There have been issues with the warning light coming ON and several times it was traced back to the wiring under the driver's seat. I don't see any connection between the two issues.
