Help Installing Westin Tube Bars

Ive got the rear air/heat option on my explorer and the drivers side wasnt so bad to do. I cant figure out how to mount the bar on the passenger. The spot where the brackets are supposed to go are blocked by the a/c lines. There is no way to get a bolt in there. THe instructions said something about trimming some plastic piece and drilling a hole but I have no clue what plastic piece they are referring to. Has anyone installed a set of these that may be able to enlighten me a little bit.

If you can post pictures, Id be glad to see if I can help. I'm not familiar with the 07 models, especially those with rear AC, so its hard to offer advice without pictures.
