HELP lights wont turn off

My 99 Ford Ranger is having an electrical problem. The Parking Lights, Dash Lights, and Tail Lights are staying on. The fuse is good and the parking lamp relay(the one under the dash) appears to be good. Is there a way to test what is wrong, or if the relay is good?

i would say the switch on the dash is bad, they have been known to fail, and when they do, it leaves the lights on,, find the wiring harness that goes into the back of it, and unplug it , if the problem goes away ,, bam,, that's it,,
