Help, truck smoked when started

Not really, they dont inventory belts by size anymore, just by application. It might help, but you'll be going through belts one by one trying to find the right one.

Curious as to why they would make a replacement pulley as it looks as though a shorter belt will work without interfering with anything, simply for the fact of keeping the belt part the same?

you can usually figure out the size (length) by looking at the last three digits of the belt's part number. for example, 815 = 81 and a half inches long. other numbers at the begining of the part number might indicate the number of ribs the the belt has (like 05 or 06).

trying to estimate the length you need is really hard because of the amount of slack taken up by the belt tensioner. it can be a trial-and-error exercise requiring many trips back to the auto parts store.

you could run a piece of string around all the pulleys to estimate the length you'll need and subtract 1/2" to 1" for the tensioner as a starting point.

I found this info on another thread, is this the same engine as mine?

By-passing A/C compressor on 1994 Explorer

You can by-pass a seized A/C compressor on the 1994 Ford Explorer XLT with an 82" serpentine drive belt or Bando#6PK2070.

another option is replace the whole ac compressor, and just bolt the lines back up. Wait till spring to draw a vacuum and service the ac. I've done that before when an ac compressor went.
Not the most cost effective option, but.. An option.

Hmm, I'm having trouble hunting down the right sized belt to skip the AC. Can I just mark with chalk on the broken belt how long it needs to be?

I had to do this with my 2000 explorer. All you need to do is get a string and thread along pulleys as you would a belt and measure the length. Take that measure to any parts store and tell them you need that size belt.
