Those are the same as all the other kits on ebay just that one has explorer in the title.
 












Some are alright, some have problems. I started with a ebay kit on the expy, I've had two ballasts fail since I got it. Changed to a Mculloch kit and I've not had any problems so far.
 












Can I simply swap in HID bulbs as advertised in this ebay ad?

Those are NOT HID bulbs. You need ballasts, ignitors etc to make HIDS work and the bulbs a different technology. So many of those sellers use very deceiving advertising. Those are not HIDS, but "HID-like" (and in appearance only). Those coloured bulbs are still halogens end up being less bright than standard halogens because the tint used to make them look sort of like HID actually absorbs light.

Sylvania Silver Star bulbs are brighter but they do pale in comparison to a HID kit. (been there, done that).
