Hello all. I am new to this site, and a new 1999 Ford Explorer owner. This is my first SUV, and my first Ford.

Let me start off by saying that this site has such a wealth of knowledge, its ridiculous. Secondly, I have learned over the years that a fan site, such as this, is HANDS DOWN THE BEST way to get a question answered and a problem solved.

That being said onto my problem.

I am a NYS Licensed EMT-D. I am attempting to install strobes throughout my new vehicle. I know 2 things for sure.

1. It is illegal in NYS for a personal vehicle to have any strobe light on & operating while driving.
2. It is illegal in NYS for a personal vehicle to have any strobe light on & operating while on a public road.

My answer to both of these is that I would much rather recieve a traffic ticket for illegal lighting, then get hit by some moron whos not paying attention and doesnt know where they are in the lane. (I have almost been hit more times than I could possibly know).

I am attempting to wire my strobes directly into my brake light housing, both amber, and white. However, on the passenger side of the vehicle, I am met with a problem.

How do I open this:

I need to run my power cable behind this, and I don't want to break it.

Any help would be appreciated, thanks.

I beleive you will have remove the entire panel. Mine came with the factory sub instead of the storage bin and I know the grille can not be removed from the interior panel. I would assume the storage bin is the same way.
 






Ok, I am a bit new to this vehicle, I have only owned it for about 2 months. How exactly Do I remove the whole panel? Do I pull out the little circle holders?
 






Remove the plastic trim piece along the back edge of the carpet. Then remove all the push pins or circle holders as you referred to them. You will also need to remove the clothes hanger hook. This should gain you enough access. If not you will also need to remove the upper seat belt bolt (which requires a T45 Torx bit) along with the bottom door sill trim

There may also be a sheet metal screw along the edge of the interior panel around the wheel well.

just a heads up its not a moving violation ticket its a criminal court ticket for driving with flashing lights.

you will also need in ny vas plates to run lights/sires.

the trim pieace around the cubby just pops off then the insert is screwed in really not that hard should take you all of 5 min with a beer in the middle
 






What insert? There are no screws. (?) If you try to pop it off without opening the retainers from behind, the tabs will break off.

Show me the screws in this picture. Maybe your first gen is like this but not a second gen.

Or the newer style like the OP has...

There are no screws. The only screws on that entire panel are the 2 that hold the whole trim panel to the floor.
