hurricane charlie- no power, no water, no job, now no car!

im in SW florida, we got ripped apart by hurricane charlie this past weekend. i have a 91 XLT, was running fine until last night. had some heavy rain and had to drive through about a foot of water, drove for another mile or so after the water and the car stalled and wouldnt start again.my first guess was that i might have water in starting components, but its had time to dry and it still wont start.

the engine cranks, but does not turn over. after it first stalled out, i could hear the whine of the feul pump(which is only a few months old) engaging whenever i tried to start it. i dont hear that whine now. i just filled my gas tank as well, so id like to try everything else before i have to drain it to get to the feul pump. id appreciate any input as to what might be the problem. i desperately need to get the car running.

Do you mean it cranks, but does not start?

Usually saying that it "cranks" means that it does turn over.
 












If you don't hear the fuel pump running, then I would start by suspecting the fuel pump circuit. Fuses (fuel pump and EEC in particular) still good? Beyond that, I would suggest you get a wiring diagram and a voltmeter and start tracing the circuit to see where the fuel pump is losing power.
 






explorers have disconnect circuts, theyre under the passenger side front floormat. remove the carpet you'll see it. this MIGHT be the problem, and it might not...worth a try...
 






i dont have the cover for the fuse box inside the cabin, and ive yet to find a diagram online to identify which fuses are which, but ive checked the ones under the hood(only relevant ones i saw were fuel relay and eec, but didnt see one that specifically said feul pump) and theyre all good. im going to go change the fuel filter, ive had some rough idling and alot of sputtering in the last few weeks. maybe it just clogged to the point where it wont let anything through and the water i went through isnt a factor at all.
