I have a problem with the GEM module.

Hey guys gotta 1999 Ford Ranger XLT 4.0 5spd. and im haven a couple problem with my GEM module. my 4x4 doent work at all i have to take transfer case motor off just to drive it so i thought it was the transfercase or the motor so i replaced both.but then i put it on computer and the codes showed up as GEM module. everything works except 4x4.so i have 1 that i got out of a wrecked ranger 4x4 . i was told that i gotta take it to a for garage to get i programed is this true or can i even use a used one? plz somrone help i have been dealing with this for a couple years and cant afford to put much more money in this truck. thanks for everything please help.
