Okay, good, then in this situation it's going to take a little more time, that's typical with any government plan, especially military. Every time you call, you slow it down a bit due to processing, it's just stalling, and they don't want to pay, bottom line.
Geico should be able to assist with the settlement rather than you doing this yourself. It might be different in your state, but your insurance rep should be able to handle this, it shouldn't matter that you don't have collision with them because there is the possibility that USAA could come back and say you were partially at fault - and then Geico would have to be involved. Even if the other party admitted fault, the investigation could determine a different outcome.
