Is it illegal to have more than 2 fog lights?

I was wondering if you guys could help me where to put these fog lights.

Theres a kid I go to school with who has those kinds of lights, he put a brushguard on (I dunno why, its a road warrior) and mounted them on that.
 












I can't tell how big they are but I put some in the oval opening in the bumper.

There 2 inches tall and 3 inches wide, i think. I've seen some guy with the exact same explorer with the exact same fog lights. He put them where the factory fog lights go. I like them close together, not far apart.

Doug, I ordered it from a local car customizing shop last June. Cost me $415, which I thought was a hell of a deal, considering one auto part store quoted me $700, and another quoted me $550.
