Losing Power to Instrumentation 2004 Model

2004 Explorer XLT
2004 Explore 4.6L Going down the road and suddenly the voltage climbs to about 17-18 volts, charge warning appears, then the instrument panel goes completely dead for a bit. Panel display comes back and voltage is normal briefly, then climbs again and the process repeats itself. New alternator and battery. Engine stays running and driving the entire time. Any suggestion as to what to look for, grounds, etc.? TIA
