Loud whining noise from the engine

So here recently I've had a loud whining noise coming from the front of the vehicle. It makes the noise whether its parked or driving. When driving however it resembles the whine of a supercharger (as listening from inside the cab). Has anyone else had a problem like this?

i am not to sure but i would think it might be the power steering but i am not 100% sure

I thought for years I had a noisy PS pump. Turned out to be one of two pulleys (I had them both replaced). This was after the mechanic tried to tell me it was a bad alternator. Keep in mind I have 2nd gen. Many of those annoying whines do originate on one of your belt driven accessories or components. Should probably troubleshoot there.
