Low air from vents

I posted this in another category and got no answers, maybe that is why, sorry. Son's 97 EX SOHC does not have a very good output from the blower. It does change with each fan setting it just seems weak overall. On quick trips it is not worth running the A/C. On longer trips it will eventually get comfortable. Only thing I can think of is that the fan motor is just weak. Also we had some very heavy rains this week. He said when he got to school and turn the fan off, water came out onto the passengers floor. Is there a drain line that needs to be unplugged? Thanks for any suggestions.
 






The evaporator is most likely clogged up. We have this problem all the time with our work trucks.
 






What is the best way to check for this, and how do you clean it?
