Where do I find a low beam relay for a 1997 ford explorer 5.0 302L? my low beams are not working.

From what I see, you do not have one. Your problem is most likely in the Multi-function switch.
Check fuse 11 in the power distribution box (under hood) and fuses 4, 8, and 33 in the interior fuse panel. If they check out, it could be the "lamp out" module or the multi-function switch.
