mechanic needed

hi all ,
does anyone know of a good mechanic that can repair my noisy timing chain tensioner at a fair and reaonable price in the melbourne australia area , ihave a 99 explorer and only need the front one done,someone says you can do the front without removing the engine ,is this correct ?
