To finish that story, I think the guy got caught doing stuff like this to other people. A few months later, the shop was bought by another person. I heard other people say that the other owner was a crook, and people didn't want to go to him.

Wow. In the parts of TN. that do require inspections they're free you just have to wait in line to get tested and all they do is check your lights and windshield as well as the exhaust emissions and thats it.

You can not modify the NUMBER, or the LOCATION of the catalytic convertor(s) on a vehicle, other than what it was originally manufactured with.

What difference does the location make?Removing, yes illegal. Can you post the statute regaring this?

Location most likely due to the fact the cats need heat to work and if you move them too far back they don't work as well.
