Monarch tires any good?

Someone wants to sell me 4 Monarch Ultra Flex 2 tires for cheap. Like $25.00 each brand new with the tags still on them and the DOT shows they are about 2 years old which is ok by me. They say All Season and also say M&S on the side. The thread looks fairly aggressive and has some siping but its not branded Snow Flake on The Mountain.
They are P-235-75-15 and have a A-braking & B-temperture rating which is good.
I tried researching and I think they are made by Kelly Tire.
Anyone ever heard of these tires? These will be for my 92 EX.

Don't know about Monarch tires. But the experience I've had with Kelly tires has been okay except they seem to wear quicker than other tires.
