No you don't have to remove the steering wheel. On mine I had to remove the top cover and also the bottom portion of the dash. It wasn't too bad though.
supposedly, in hte first generation, you need to remove the steering wheel becuase you cant access the hole without the trim covers off and you cant take them off without removing the wheel or cutting them... i cut mine... so no problem..... look for ign switch by jimabena74, has pictures
