After just 7 months I fixed it 
I was installing Aux back up lights and decided to fix it at once, just took the tail light off, and saw 2 screws holding the cover, one of those adjustable so I played with it and didn't do anything, so I drilled a hole in the bumper cover and "adjusted" it using the other screw, now the gap is gone
