Check for voltage at the fuel pump.

how do i do that
and what shold the votage be
and is it common for the eec and fuel pump relay to go bad

You look for the connector going to the fuel pump, disconnect, and attach the voltmeter leads. Voltage should be 12v or above.

it has voltage but still no fuel getting sent to the fuel rail what else could it be

If it has voltage, can you hear the pump pumping?

...Do you hear the fuel pump prime if you just turn the key to the on position without trying to start it?

Check the ground part of the fuel pump circuit. Also check the inertia switch. It could have been bumped by mistake and is keeping the fuel pump circuit open.

User verified that there was voltage at the pump connector.

Sorry about that. Without having access to a wiring diagram, I couldn't remember which side of the circuit the inertia switch was on.
