Agree, from what you've said, it sounds like the fuel pump. I've found that sometimes when this happens, if you turn the key ON/OFF many times (say twenty times) the pump may start running and will continue to run until you turn the engine off and let the fuel pump cool down. This may be enough to get you home or to a repair shop, but the pump will need to be replaced. I've replaced 6-7 Explorer & Mountaineer fuel pumps and at least 4 of them behaved in this way. They seem to start giving you trouble at around 175,000-200,000 miles and start acting up when the weather turns colder.
Does the engine crank when to turn the key to start? If not it might be the battery, or maybe the battery connections. We need more info than you've given us.
