Need new under floor spare wheel clamp

I have just tried to fit a new spare wheel to the explorer that I recently bought and the clamp mechanism that is used to hold the wheel has jammed up. I removed the unit and drilled out the rivets that were holding the casing together but the cable that rolls up in the unit is completely shot and it is this that is stopping the clamp from extending or retracting. Not sure if I can replace the cable or if I need to buy a new unit.

Does anyone know what is the correct name for this clamp and where I can get one from.

I would just junkyard a whole spare winch assembly- direct replacement, no problems.

I am not sure what to offer for the whole unit but how is $20 plus postage?
