New Engine?

1991 Explorer EB Edition 4x4

Engine is going to need major work. Water is showing in the oil.

A friend who is going to help me with the work suggested I just go and get a new small block.

My questions are:

(1) What type of engine am I looking for? Another 290?
(2) Will a re-built one work?
(3) How much should I pay for the engine?

Stock engine is a 245. Rebuild is fine. Spend around $700 max for another. I'd suggest a 302, but that's probably out of the question.
