Sems makes a plastic paint for that bumper and you can pick it up at a dupont store and a pressurized bottle to spray it on with lacquer thinner with a water wet rag (dilutes the lacquer thinner so it doesn't attack the good paint) will remove the unwanted paint if it someone else's paint on top of your paint LKQ and Pull a Part have an on-line inventory of used parts if the color doesn't match you'll still have to paint the donor bumper cover carry the sem paint and donor bumper cover to a auto body shop and you'll get a lot better price they charged me 80.00 last time and because it only took 10 minutes to spray because they had the part and the paint.

my question is who would sell an explorer with damage like that on it?

would they ship to ak? i hate being screwed on shipping costs..and my spare tire hanger is gone...looks like someone spooled it up too far? possible to unbolt that and run the cable through?
