New member needs help with wipers

I went to use my wipers that were frozen from the weather,they strained for a couple of seconds then the wiper arms moved and are stuck in the upright position, I checked the 30a fuse next to the drivers door and it seemed good and there isn't any wiper motor noise when the switch is turned on.

Thanks in advance for any advice...

Thanks for your help, It turns out that the last nor'easter filled the cowl area in front of the windshield with so much sleet that it froze the mechanism enough so it couldn't move and the freezing temps never allowed it to thaw.I broke it up by removing the wiper motor..
