No crank when cold

Last winter this Explorer started ever time. -30 didn’t phase it. This season it has an intermittent no crank starting at +20F and colder. Once it does start (from cycling the ignition about 30 times) it is reliable for the rest of the day. There is no power to the starter solenoid trigger during this no crank condition. The starter cranks 100% of the time when 12v is applied to the trigger wire in the fuse box. The starter relay was swapped with the wiper relay and the no start continued. The current at the fuse box seems to drop when a load is applied in the cold.

What causes this?
 






I don’t have any answers yet but I am doing a little research since I also have a 2006 with the V6. Mine has Never once failed to crank in the 15 years I have owned it except for when it had a weak battery, but that is not the problem on yours.
I will try to follow up If my research comes up with any clues. By the way, where the hell are you that it’s -30°? And I assume you mean Fahrenheit?

The battery was 8yr warranty and only 4 years old. Put a new one in it, no change. Rural IA, -30 F isn’t daily but happens. We had negative forty-something in the late 90s.
