No heat and WINTER is here allready

I have a Ford Explorer 2000 Limited it has the Electronic Automatic Temperature Control (EATC)
The fan isn't blowing anything out at any speed I put 12v to the fan and it works fine , the EATC it is working fine (well that's what it looks like) , I think is the blower resistor
Is there some way to check the resistor before I buy a new one?

Also the AC compressor keeps on for a couple of seconds (5 or 6) even when I have the temperature set to 85 is this normal?

the ac compressor will run when defroster, defroster/foot, ac, ac/max, and i believe bi-level (foot and face) it will cycle on and off as normal in these setting as far as i know the only position it wont run in is face only. as for the resistor check continuity.
