Its the actuator. I had the same problem its about a fifty dollar part but you have to pull apart the whole dash apart. Luckily I have a warranty on my truck its like a six hour job said it would of costed almost 700 dollars.

Yea mine was stuck on cold and whenever i would change it to heat I would hear a constant clicking noise behind my dashboard and it would not change to heat
