I have a 2009 Explorer. would not start this morning, also had no instrument indications or lights and no key in tone when door open. Checked all fuses, relays, grounds all checked good and replaced battery still would not start.
Key indicator is no instrument indications or lights every thing else works (AC, Horn, Radio, etc.)

You checked both fuse boxes?? The PDB under the hood and the passenger compartment fuse panel?

Well, it sounds like you need to troubleshoot the ignition switch to find out what component failed on it.

Edit: Before you do that, if you have a spare key I would try the other key first to make sure the key hasn't failed and is making the PATS kick in.

Update. Removed the inst cluster and tried to disassemble it but stopped when I discovered you had to remove the hands on the tac and speedometer. Reassembled the cluster and dash now everything is working and it starts.

Stranger things have happened. Glad its working. Sounds like you had a loose connector somewhere and putzing with it fixed it.
