I have seen OBD II to USB cabels for sale online. You can then buy or download a tuning program to your lap top. This allows you to tune you Explorer from you lap top. The cost is only $60.00 for the cabel and the program could be found for free.

What are your opinions on this product? Does anyone have any experiance with this product?

Would i be better off buying the $300.00 tuner.

You do need a device to change the protocol that the OBD-II outputs to USB serial data.

www.autotap.com is what I use.

Newer vehicles use "CAN"

there are also different types of those cables.
not all cables will work with all applications.

for example.. I got one on ebay, from www.obd-2.com, and I found several different applications that are not compatible with that cable.

I got the cheapest possible cable off eBay. It wouldn't work with most programs, like scantools, BUT it does work great with wOBD. It does all the measurements, CEL codes, clears codes, etc.
