OBD II upgrade 1997, 1998 & 1999

I received a letter from Ford Company that they will be providing free upgrade (free parts and labor)of the On-Boeard Diagnostic II (OBDII)in the Power Control Module (PCM)to ensure that the California Air Resource Board (CARB) OBD-II requirements pertaining to the detection of evaporative system leaks are satisfied. This action will improve the capability of the OBD-II system to monitor your vehicle for potential fuel vapor leaks. Service action 00E11.

Is this good or bad?
