Oil Filter removal

Can the oil filter be changed without having to drain the oil first? I had someone tell me this and just want to know if this is true. If so, does the oil not come rushing out when the filter is taken off?

Some oil will come out but not all of it.

Why would you want to change the filter and not the oil as well?
 






On mine, the oil comes gushing out of the filter whether the pan is drained or not, so go ahead. if you look at it, you'll see there's no way the oil in the drain pan can get up to the filter to come out, as long as you don't try to change the oil with the truck running.
 












I change my filter only every 5000 miles or so and keep the synthetic oil in the pan. Some oil will spill out when the filter is unscrewed- I usually unscrew the filter a bit, let everything thats going to drain, drain while I fill the replacement filter. Then I pull it off and replace it. Start the vehicle and check the oil level and top it off.

I use a quart to refill the filter, and top off.
